Governor Fills Deputy Posts in Agriculture and Human Resources

Governor Neil Abercrombie filled deputy positions with the state Departments of Agriculture and Human Resources.
Scott Edward Enright, who served as a consultant for the Hawaii Sustainable Agriculture and Renewable Energy Project, will fill the deputy post at the Department of Agriculture.
Leila Kagawa, a senior solutions consultant, will take on the deputy post at the Human Resources and Development Department.
Scott Edward Enright: Enright comes to the Agriculture Department with a strong background in agriculture, community building, and conflict resolution. His work history includes consulting for the Hawai’i Sustainable Agriculture and Renewable Energy Project; project management for ITC Water Management; cultivation and irrigation superintendent for Hamakua Sugar Company; and orchard superintendent for Kilauea Agronomics.
Enright also served as chairman for the board of Agribusiness Development Corporation, on the Community Development Plan Steering Committee for Hamakua District, and on the Hilo-Hamakua Community Development Corporation Board.
He is a graduate of the University of Hawai’i – Hilo, with bachelor’s degrees in psychology and philosophy. He also earned a Master of Science degree in conflict analysis and resolution from George Mason University.
Leila Kagawa: Kagawa has more than 15 years of experience in human resources. She is currently a Senior Solutions Consultant at ADP, Inc., where she provides employer services solutions sessions to executive management across the state.
Kagawa is also a Human Resources Certification Program Facilitator, and a former human resources manager at Pacific Marine & Supply Co., Ltd. & subsidiaries.
A graduate of the University of Hawai’i at Manoa, Kagawa holds a bachelor’s degree in public relations and political science. She completed her master’s degree coursework in organizational development from the University of Phoenix and Hawai’i Pacific University.
