The man was allegedly observed using a cell phone in an adjacent stall to record the young girl who was using a public restroom.

An hour earlier, a separate report was made in Hilo.  Police say Tuinei allegedly used a cell phone in a bathroom stall to record a 24-year-old woman in an adjacent stall, but left the area on foot when confronted by a witness.

Tuinei was being held at the Hilo police cellblock in lieu of $20,000 bail.
