County Seeks Grant Applicants for Animal Enforcement, Spay/Neuter Programs

County of Maui Department of Housing and Human Concerns announced it is soliciting grant proposals for the County of Maui Animal Management Programs’ Animal Enforcement and/or Spay/Neuter Programs.

Proposals are being sought from any for-profit organization incorporated under the laws of the State of Hawaiʻi, or a nonprofit organization determined to be exempt from federal income tax by the Internal Revenue Service.

Maui County is mandated to establish and maintain an animal management shelter and supplemental program services pursuant to Title 6 of the Maui County Code and Section 711-1109 Hawaiʻi Revised Statutes regarding the shelter, care, and prevention of cruelty to old, homeless, abandoned, sick, or injured animals.

The entity selected to receive a grant for the County of Maui Animal Enforcement and/or Spay/Neuter programs will be notified of its selection by June 30, 2016, to fully begin countywide program services by July 1, 2016.

ANIMAL ENFORCEMENT PROGRAM

Estimated program funding available for fiscal year 2017 is  $569,057 ($50,000 shall be for feral animal control)

In order to qualify for funding consideration, all applicants for the County of Maui Animal Enforcement Program must meet the following minimum qualifications:

1. Must have at least ten (10) years of qualified experience in the oversight and enforcement of laws and regulations governing animal sheltering, dispositions, and cruelty prevention.
2. Must have a secure and verifiable organization fiscal track record which meets all County audit and other fiscal accountability requirements.
3. Must have the capacity to immediately assume and perform and enforcement of laws & regulations governing animal protection and control, as well as supplemental areas of responsibility, to include emergency after-hours services for injured animals.
4. Must be fully and immediately capable of providing adequate animal management enforcement personnel certified in animal related law enforcement, emergency response and care, enforcement vehicles capable of safely transporting numerous animals and radio dispatch operations in conjunction and cooperation with State and County of Maui law enforcement, fire, and other emergency and operational governmental entities.
5. Must be capable of providing general community education and awareness information regarding animal related topics, services, trends, and/or events with direct bearing on community health and safety.
6. Must be qualified to study and be capable of dealing with the feral animal situation in Maui County.

SPAY/NEUTER PROGRAM

Estimated program funding available for fiscal year 2017 is  $100,000.

In order to qualify for funding consideration, all applicants for the County Spay/Neuter Program must meet the following minimum qualifications:

1. Must be able to efficiently and effectively operate a low cost community spay/neuter program for cats and dogs which may include feral cat population.
2. Must have a clinic and licensed veterinarian(s) to perform spay/neuter surgeries or must be able to partner with Maui County veterinarians to assist with large spay/neuter initiatives.
3. Must be able to promote spay/neuter services to the community through education and outreach.

Proposal grant applications will be available beginning May 31, 2016 (Monday thru Friday – except holidays) 8:00 a.m. to 4:30 p.m. at the Dept. of Housing and Human Concerns

Applications are due Thursday, June 24, 2016. Applicants are responsible for ensuring that all required supporting documents are valid, current, and included in the completed proposal application packet. Mailed proposal applications must be received by the DHHC Grants Management Division by:  June 24, 2016, regardless of the postmark date. Hand-delivered proposals must be received by the DHHC Grants Management Division, at the address specified above by 4:30 p.m:  June 24, 2016. The grant term will be for a period of one year (subject to change): July 1, 2016 to June 30, 2017.

The County reserves the right to accept or reject any or all proposal applications.  The criteria to be used to evaluate accepted applications will be:

1. Completeness of grant application and supporting documents
2. General and specialized experience of the applicant
3. Capacity to fully and immediately implement the program
4. History of organization fiscal solvency and accountability
5. Ability to meet program performance measures

Failure to comply with the RFP application submission requirements or any preparation instructions of the application will result in rejection of the proposal.
