The plan seeks to identify the overall direction for the future management of the Kīpahulu District of the park.

The plan also takes into consideration the opportunities, issues, and vision for the Kipahulu District identified by park staff, the public, and other stakeholders.

Topics for consideration in the plan include the protection of resources; visitor experience and safety; and location of operational facilities, utilities, and sustainability.
