Maui Police Promote Three to Rank of Lieutenant

The Maui Police Department today announced the promotion of three individuals to the rank of Lieutenant, including: Barry Kubo, Randy Esperanza and John Foster.  The promotions of each take effect on May 1, 2016.

Barry Kubo is a 26 year veteran of the Maui Police Department, who began his career in December of 1989.

His most recent assignment was as a Detective in the Internal Affairs Section where he was assigned to the Office of the Chief.

His assignments over the years included work in the Hana District, Wailuku Patrol Division, Lahaina Patrol Division, where he also was assigned with the Crime Reduction Unit, and the Vice Division as a narcotics investigator.

After being promoted to Sergeant, other assignments included the Wailuku Patrol Division, Special Response Team/Career Criminal Unit, Supervisor of the School Resource Officers, and the Vice Division.

He is married to his wife Miki, and have three sons: Bryant, Dayne, and Olyn.

Randy Esperanza is a 21 year veteran of the Maui Police Department, who began his career in January of 1996.

His assignments over the years included work in the Molokaʻi Patrol Division, Wailuku Patrol Division, Lahaina Patrol Division and the Vice Narcotics Division. He was also a Field Training Officer and a member of the Special Response Team.

After being promoted to Sergeant, he was reassigned to the Molokaʻi Patrol Division and then to the Criminal Investigative Division. His recent assignment prior to his promotion was as a Detective in the Internal Affairs Unit under the Office of the Chief.

He is married to his wife Mimi and they have a total of seven children and two grandchildren together.

John Foster began his career with the Maui Police Department in 1996 and as an Officer worked in the Wailuku, Hāna, Lahaina Patrol Districts and the Community Relations Section. After being promoted to Sergeant in 2007, he was assigned to the Molokaʻi Patrol District and as a Detective with the Wailuku Criminal Investigation Division.

He was assigned to the Plans, Training, Research and Development Section in 2011 and has been the Acting Lieutenant in that section since the beginning of the year as well as being a member of the Peer Support Unit.

Foster is a graduate of James Campbell High School in ʻEwa Beach, a veteran of the US Army and is married. He also earned an Associate’s Degree in Administration of Justice from the University of Hawaiʻi Maui Campus.

His next assignment will be Lahaina Patrol District.
