AlohaCare Appoints Francoise Culley-Trotman Permant CEO

AlohaCare has appointed interim CEO Francoise Culley-Trotman as its permanent chief executive officer. She had been serving as interim CEO of Hawaiʻi’s third largest health plan since March 2020.

A seasoned health care executive, Culley-Trotman has nearly two decades of healthcare operations and compliance experience. She joined AlohaCare in 2017 and served as Chief Compliance Office prior to taking on the role of interim CEO.

In her new role, Culley-Trotman has prioritized delivering quality service and innovation, as well as working cooperatively with the state Department of Human Services, other health plans and community stakeholders to navigate pandemic-related challenges.

“Transitioning to a permanent capacity enables me to continue the foundational work we’ve done to meet and rise above the challenges of the pandemic,” Culley-Trotman said. “Collaboration plays a critical role in our efforts to innovate and prioritize social determinants of health for the well-being of our state’s most vulnerable residents.”

AlohaCare was founded in 1994 by Hawaiʻi’s community health centers and is the only local health plan solely dedicated to serving those eligible for Hawaiʻi’s QUEST Integration (Medicaid) and Medicare program.

In announcing her appointment, AlohaCare’s Board of Directors noted Culley-Trotman’s extraordinary leadership — within the organization and across the community — throughout the pandemic, and especially her efforts to strengthen Hawaiʻi’s health care safety net.

“Francoise’s leadership in the midst of the pandemic gives us absolute confidence in her capabilities and commitment to the organization,” said Dr. David Derauf, AlohaCare’s board chair. “She exemplifies the qualities that AlohaCare was founded on, and her compassion and dedication to excellence are inspiring. She’s exactly the leader that AlohaCare needs at a time like this.”

As AlohaCare’s chief compliance officer, Culley-Trotman led the development, implementation and maintenance of the Corporate Compliance Program, which encompasses all product lines that are regulated by the state and federal government.

As CEO, Culley-Trotman will guide the strategic direction of AlohaCare, strengthen community and provider relationships; continue to support community organizations and initiatives; expand access to care; and address social determinants of health.

Prior to joining AlohaCare, Culley-Trotman held leadership positions at WellCare Health Plans, Inc. and JPMorgan Chase. 

She is also a board member of a number of professional organizations, including the Hawaiʻi Association of Health Plans, Medicaid Health Plan Association and Association of Community Affiliated Plans.
