Maui County’s registered voters with email addresses in their voter record will automatically receive notification when their ballot package has been mailed, received and accepted for counting, or if there is an issue with their ballot envelope that needs to be addressed.
A voter may forget to sign the back of the ballot return envelope, or the signature may not match the reference signatures in a voter’s file, or another condition may need to be addressed before the ballot can be submitted to the State for counting.
State law requires the Clerk’s Office to notify voters by mail of any deficiency in their ballot return envelope. “A top priority for our office is contacting voters immediately when a ballot envelope deficiency is identified,” said Maui County Clerk Moana M. Lutey. “We mail the required notice with instructions and a postage-paid return envelope, email, and call voters. So, if voters receive communication from our office, please don’t ignore it. We are doing our best to ensure your vote is counted.”
What should voters do?
Voters who receive a notice regarding a deficient ballot should carefully review the instructions provided and take the necessary steps to correct the issue.
Depending on the reason for the deficiency, voters may be required to complete and sign an Affidavit to Cure Return Ballot Envelope Deficiency form. For a mismatched signature or another condition, voters may also be asked to provide proof of identity, such as a copy of a government-issued photo ID.
Completed documentation must be received by the Maui County Elections Division no later than 4:30 p.m. on Nov. 10, 2026, for ballots to be counted.
Voters may submit the required information:
Voters should note that computer-generated signatures are not accepted for correcting a deficient ballot.
“Every vote matters, and we want to make sure voters have the opportunity to correct an issue when possible,” said Lutey. “If you receive a notification about a deficient ballot, please follow the instructions and contact our office if you have questions.”
Voters who have already corrected their deficiency may disregard a subsequent notice.
