Hawaii Gov. David Ige applauds the preclearance program, in which immigration, customs and agriculture inspections can be completed before departure from the originating country, allowing passengers to avoid additional processing or delays at domestic airports.

The study would be aimed at identifying potential health effects of the x-ray radiation emitted by some of the scanning machines in airports. It would also give airline passengers a notice of the ability to choose another screening option.
