Governor David Ige signed a third proclamation extending the emergency disaster relief period for the Counties of Maui and Kaua‘i, and the City and County of Honolulu, following heavy rains that caused flooding, landslides and fear of dam failure in March.

O‘AHU: Spillway at Nu‘uanu Dam Nears Capacity From Olivia Rains

The Nuʻuanu Dam #1 on Oʻahu is about a 1.5 feet below the spillway due to the amount of rain brought on by former Tropical Storm Olivia. Approximately 10,000 residents would be affected if evacuations are deemed necessary.
