Waves eroded approximately 15 feet of the highway shoulder between July 16 and 19. The repairs are aimed at preventing the imminent collapse of the highway.

Heavy rains and floods undermined a 36-inch drainage culvert under the road, resulting in its closure on Monday. The HDOT will reopen the south leg of of the bypass on Monday, March 12, weather-permitting.

This occurrence of a severe, sudden, and extraordinary event has caused extensive damages, losses, and suffering of such character and magnitude to affect the health, welfare, and living conditions of a substantial number of persons, thereby affecting the economy of the State, which is expected to be of such nature as to warrant rehabilitative assistance from the State.
