Carroll represented Waikīkī, Moiliili and McCully while serving in the state House from 1971-1979. He represented Nuʻuanu to Diamond Head during his one term in the state Senate from 1979-1981. Carroll was also chairman of the Hawaiʻi Republican Party from 1981 to 1983.
