Twogood Kayaks owner cited for lack of commercial permit after ocean rescue of his Oʻahu clients
Robert Twogood was cited for not having a commercial permit to operate in state waters after lifeguards had to rescue 21 of his kayakers off of Makapuʻu Point Lighthouse on Oʻahu.
