Are there fines for careless ocean goers who loose their vessel, resulting in unnecessary search and rescue missions?

UPDATE: Owner of Unmanned Kayak Found off of Olowalu Located

The Coast Guard has since located the owner of an inflatable kayak found adrift approximately one mile off Olowalu Beach in West Maui on Wednesday, Dec. 3, 2014. The owner stated the kayak blew off the beach late in the night.

Search Underway for Possible Missing Diver at McGregor Point, Maui

A crew aboard a Coast Guard response boat discovered an unattended dive flag adrift in Maui waters at around 6:45 p.m. while conducting routine training at Māʻalaea Bay.

Search Launched After Unmanned Kayak Found off Maui

An unmanned kayak was found floating adrift in waters about one mile south of La Perouse Bay, at around 11 a.m. today. A search is currently being conducted for a possible kayaker in distress in the area where the vessel was located.
