Department of Fire and Public Safety announces recent promotions

The Maui County Department of Fire and Public Safety announced the promotion of: Jonathan Duncan and Tye Perdido to Fire Captain; Jarrett Sakamoto and Kendall Willing to Firefighter III; Cameron Layer to Firefighter II; and Liane Mickey to Ocean Safety Officer III. These promotions were effective on or before Sept. 16, 2026.
Jonathan Duncan joined the Maui Fire Department in 2011. He worked as a firefighter in Kahului and stayed in Kahului with his 2017 promotion to Firefighter II, serving aboard both Hazmat 10 and Rescue 10. He was promoted to Firefighter III in 2022, working in Nāpili and Lahaina before returning to Kahului. With his promotion he will return to Lahaina. Duncan is a member of the Maui Incident Management Team, leader of the ICS cadre, part of the Helicopter Operations cadre and part of the department’s Honor Guard. Duncan is a 2004 graduate of Santa Clarita Christina School, and a 2008 graduate of The Masters University.
Tye Perdido joined the department in 2014, after four years with the State of Hawaiʻi Airports Division firefighters. He then worked as an MFD firefighter in Kaunakakai and Kahului. In 2019 he was promoted to Firefighter II and serving aboard both Hazmat 10 and Rescue 10. Promoted to Firefighter III in 2023 he worked in both Nāpili and Wailuku. With his promotion, he will take one of the two leadership spots in the department’s Training Bureau. Perdido is part of the department’s EMS training cadre. Perdido is a 2006 graduate of Seabury Hall, and a 2010 graduate of Gonzaga University.
Jarrett Sakamoto joined the Maui Fire Department in 2019, serving as a firefighter in Makawao until his promotion to Firefighter III. He is assigned to the Kaunakakai Fire Station. Sakamoto is part of the Wildland and Auto Extrication cadres. Sakamoto is a 2007 graduate of King Kekaulike High School and a 2012 graduate of Hawaiʻi Community College.
Kendall Willing join the department in 2019, serving as a firefighter in Kaunakakai. He will remain at the Kaunakakai station with his promotion to Firefighter III. Willing is part of the Rescue Boat Operations cadre and is part of the Health and Safety Bureau team on Molokaʻi. Willing is a 2008 graduate of Kamehameha Kapalama, and a 2012 graduate of Linn Benton Community College.
Cameron Layer join the Maui Fire Department in 2020, serving as a firefighter in Hoʻolehua, Lahaina, Kula and Pāʻia. His promotion to Firefighter II takes him to Kahului Station aboard Hazmat 10. Layer is part of the Ocean Rescue cadre. Layer is a 2000 graduate of King Kekaulike High School.
Liane Mickey joined the Maui Fire Department’s Ocean Safety Bureau in 2023, serving as an Ocean Safety Officer I at Kamaʻole Beach Park. She remained at Kamaʻole Beach Park after her promotion to Ocean Safety Officer II, before transferring to Kanahā Beach Park. With her promotion to Ocean Safety Officer III, she will return to Kamaʻole Beach Park. Mickey is the Recruit Class 5 recipient of the Surf 50 award, a Junior Lifeguard lead instructor, and part of the Ocean Safety Bureau’s community events team. Ocean Safety Officer III Mickey is a 2004 graduate of Radford High School.
