FBI Seeks Tips in Locating Fugitive

The FBI and a US marshal are seeking the public’s assistance in locating fugitive Jennifer Ann McTigue–formerly Jennifer Lowe–of Honolulu.

Paul D. Delacourt, FBI special agent-in-charge of the Honolulu Office, and Gervin Miyamoto, U.S. Marshal for the District of Hawaiʻi, said the fugitive has been missing since June 30, 2015. There is no record of her leaving Oʻahu on a commercial flight; it is suspected she may be hiding within the Hawaiian Islands.

Officials report that McTigue is an adherent to an extremist, anti- government belief system known as the “Sovereign Citizen Movement” (not to be confused with the “Hawaiian Sovereignty Movement”), and it is possible that fellow extremists may be assisting in her evasion of justice.

McTigue is described as a white female, age 48, 5-feet-5-inches tall, 155 pounds with brown hair and brown eyes. She is a fitness enthusiast and outrigger canoe paddler.

In 2014, McTigue was indicted by a federal grand jury on criminal charges relating to an alleged $3 million scheme to defraud new homeowners, title companies and banks in a complex real estate investment scam.

At the time of her disappearance, McTigue was out on bond awaiting a federal trial that was scheduled to begin in Honolulu on July 20, 2015.

After failing to report to her pretrial services officer, it appears that she has fled rather than face a trial for these charges.

She was last seen near Kahala Mall on June 30, 2015.

Her vehicle is also missing–a 2004 silver Honda Pilot with Hawaiʻi license plates # NGP-809.

She has lived on Oʻahu her entire life in the Hawaiʻi Kai and Aina Hina communities and has deep social and family ties to the local community.

McTigue’s last known address was an apartment at 500 University Avenue in Honolulu.
