The County of Maui Department of Housing is seeking applications for affordable housing projects that will be funded by its Affordable Housing Fund in Fiscal Year 2028. The projects must propose housing for families earning 140% and below the County of Maui’s median family income.

Public agencies, nonprofit organizations, community land trusts and private, for-profit entities are invited to submit applications. Applications will be available starting Sept. 21 and must be received no later than 4 p.m. HST Oct. 23, 2026.

Priority will be given to projects that are ready to move forward and address critical housing needs. Project readiness will be an important consideration in the evaluation process, including site control, completion of all applicable environmental reviews, and the ability to complete the project, or the portion of the project being funded through the proposal, within two years.

Additional consideration will be given to proposals that help fund required off-site infrastructure, provide housing for households earning between 80% and 120% of Area Median Income, or develop housing on County-owned properties.

Applications will be available from 7:45 a.m. to 4:30 p.m. Monday through Friday (except holidays) starting Sept. 21, 2026, at the Department’s Housing Programs Division, 2065 Main St., Suite 108, Wailuku, and on the Department’s website, https://www.mauicounty.gov/housing.

All applications, whether hand-delivered, mailed or emailed, must be received by the Department’s Housing Programs Division no later than 4 p.m. HST on Oct. 23, 2026.

In Fiscal Year 2027, 12 projects were awarded a total of $79,491,889 in funding from the Affordable Housing Fund to develop more than 900 affordable housing units throughout Maui County.

The Affordable Housing Fund was established to provide funding for affordable housing for income-eligible residents. Eligible projects are identified in Chapter 3.35, Maui County Code, and include the rehabilitation of existing structures, land purchase, planning, design and construction.
