11 Arrested During Maui DUI Enforcement

The Maui Police Department DUI Task Force arrested 11 individuals for impaired driving, including two habitual offenders, during a weekend enforcement effort.

Police also towed eight vehicles during the enforcement, which ran from Jan. 29 to 31, 2021.

A concerned citizen alerted police to an alleged drunk driver during one of the incidents. Wailuku patrol officers and a Traffic OUI investigator responded to the incident.

Frank Kane Jr., 45 of Lahaina was arrested for habitual OUII and driving after his license was revoked for OUII.

Police say Kane has been arrested 10 times for impaired driving dating back to 2002. According to police, Kane is a convicted habitual offender with a lifetime revocation of his license. Investigation by traffic officers revealed the man was out on bail for a 2020 arrest for Habitually Impaired Driving when he was arrested on Jan. 29, 2021 at 8:03 p.m.

His bail was set at $20,000. The vehicle operated by Kane at the time of the traffic stop was towed from the scene in accordance with the Maui County tow ordinance.

In a separate incident, police arrested Casler Keja, 27 of Kahului at an intoxication control checkpoint at Kahului Beach Road.

Police say Keja exhibited signs of impairment and was placed under arrest at 12:15 a.m. on Jan. 30, for Habitual OVUII and driving after his license was revoked for OVUII.

Investigation by traffic officers revealed Keja had two prior OVUII arrests in 2016 and 2019, making this third arrest a felony.

The vehicle Keja was operating was towed from the scene in accordance with the new Maui County tow ordinance. His bail was set at $5,250.

In the State of Hawaiʻi, an OVUII arrest becomes a felony on the third arrest following two prior convictions within 10 years of the instant offense. [Or if a person was convicted of Habitual OVUII one or more times within 10 years prior to the instant offense.]

During the month of January 2021, MPD made 70 impaired driving arrests compared to 59 in 2020. To date, MPD has made four Habitual offender arrests compared to two at the same time last year.

Lt. William Hankins, commander of the Maui Police Department Traffic Division said, “The arrests this weekend highlights the fact that we have more work to do as a community to put an end to impaired driving. Eleven people arrested for driving impaired in one weekend is absolutely intolerable. These drivers could have easily killed an innocent person if not taken off the streets by police.”
