The County of Maui Department of Liquor Control invites residents, liquor licensees, businesses and other interested individuals to review and provide testimony on proposed comprehensive amendments to Chapters 101 and 102 of the Rules of the Liquor Commission.

The Liquor Control Commission received and discussed the proposed amendments at its Oct. 14, 2026, meeting. The draft rules are scheduled for further consideration at the Commission’s Thursday, Nov. 12, 2026, meeting.

The proposed rewrite restructures Chapters 101 and 102 by grouping related topics and reorganizing sections to make requirements easier to find and follow. It also aims to clarify language, reduce unnecessary duplication of state law and address outdated requirements.

The proposed amendments have not been adopted. They remain subject to public input, Commission consideration and the required rulemaking process. Current rules remain in effect until amendments are completed and the required approval and filing process is complete and becomes effective.

Review the proposed amendments

The public may review the following documents online at www.mauicounty.gov/liquor; click on the round navigation button for “Rules/Laws”:

Written testimony should be submitted early enough to allow delivery and distribution to commissioners.

Members of the public may also provide oral testimony during the meeting when the agenda item is considered, in accordance with the meeting’s participation instructions. Written testimony is not required to provide oral testimony. To help the Commission understand your input, identify the section or topic you’re addressing, explain your support or concerns and describe any changes you recommend. The draft version should be identified.
