Maui’s Operation Kill Pill Nets 6 Grand Jury Indictments

Grand jury indictments were obtained against six individuals who were identified in an undercover operation aimed at addressing the illegal distribution of prescription pills and other narcotics at Kalama Park in South Maui.

Police say the main target of the Operation Kill Pill investigation were two adult males, Frank Stone, and Clarence Stone, who were identified through a confidential informant. Police say the men were said to profit up to $3,000 a day on the alleged illegal distribution of prescription pills at the park.

Undercover Officer, Matthew Bigoss was able to successfully purchase narcotics from six individuals during the three month investigation.

Police say the transactions included:

• (15) Soma and (25) Xanax from Frank Stone, 83 of Kihei;
• (67) Methadone from Neilsa Rivera, 36 of Kihei;
• (0.50 grams) Chrystal Methamphetamine from Shayne Kennedy, 41 of Kihei;
• (30) Oxycodone from Clarence Stone, 77 of Kihei,
• (4) Oxycodone from Lance Wainwright, 49 of Makawao; and
• (4) Oxycodone from Justin Ohler, 20 of Kihei.

The undercover operation was conducted from September through November 2011 by Officer Keoki Santos and members of the Maui Police Department’s Crime Reduction Unit.

Following the operation, cases generated were forwarded to Prosecutor’s Office, and the grand jury indictments were obtained for all six individuals on Friday, June 29, 2012.

On Tuesday, July 3, 2012, police located and arrested Frank Stone, Clarence Stone and Justin Ohler at Kalama Park on outstanding warrants.

During a search to arrest Clarence Stone, police say they recovered an additional 6 loose Oxycodone pills, and $1,922 in cash.

Police also arrested Michael James Ellison, 36 of Haiku, for disorderly conduct when police say he yelled out obscenities at police while they were detaining the other three individuals.

Two of the other individuals, Neilsa Rivera, and Lance Winwright, were located and placed under arrest for their warrants.

As of Wednesday, Shayne Kennedy remained at large.

Shayne A. Kennedy, 41, of Kihei. Kennedy is charged with Methamphetamine Trafficking II, and Promoting a Controlled Substance in a Park. She remained at large at last report, on an oustanding warrant for the above offenses. Suggested bail is $50,000.
