A former Maui police officer was arrested Tuesday on a two-count indictment for allegedly using a Taser on a member of the public without apparent legal justification, according to authorities. The indictment against Carlos Frate, 40, of Kīhei, also alleges that he falsified a police incident report with the intent to obstruct the investigation into the use of force.

The racketeering activity allegedly included “acts involving murder, kidnapping, arson and robbery.” The allegations further include “acts relating to murder-for-hire, chemical weapons, extortionate credit transactions, racketeering, interference with commerce through robbery and extortion, drug trafficking, wire fraud, fraud in connection with identification documents, financial institution fraud, the Currency and Foreign Transactions Reporting Act, money laundering and obstruction of justice.”

A Maui grand jury returned an 18 count indictment against Jonathan Furtado for sex assault charges stemming from alleged offenses against a teen girl in 2009.

Twenty-two individuals were arrested today on Oʻahu and in California, after being named in six indictments returned by a federal grand jury.
