An Oʻahu representative in the state House has introduced a bill to increase penalties for owners of dangerous dogs, but the measure has not gained traction in two House committee referrals.

Companion House and Senate bills make way for the eventual return of Kalaupapa Settlement on Molokaʻi with the rest of Maui County, but after a transparent and extensive public outreach process.

A bill introduced by 13 representatives in the state House calls for establishing a permanent “Return-to-Home program” with an as yet undetermined amount of funding to return homeless people in Hawaiʻi to their home states.

The House approved $31.2 million for capital improvement projects for Central Maui including funds for: Kahului Elementary, Maui Waena, Kahului Airport, and Kahului Harbor.

In his speech, Souki also supported making needed changes to our public education system and completing the privatization of Maui’s public hospitals.

Measures that advance include bills dealing with heat abatement for schools, homelessness and affordable housing, body-worn cameras for police, medical marijuana dispensary inspections and an interisland ferry study.

“It’s a big moment for the neighbor islands especially since 80% of the public lands at risk by the PLDC process are on the neighbor islands. All I can say is amen.”

The State House yesterday voted to abolish the controversial Pulbic Lands Development Corporation. The bill now heads to the governor for his consideration.
