Can you please tell me if we have any laws or ordinances here on Maui concerning excessive engine noise from motor vehicles? Seems like many people have been allowed to alter their mufflers (especially, but not exclusively, two-wheeled vehicles).

Much needed bus shelters were installed on Lower Honoapiʻilani Road and Hoʻohui Road in front of the Valley Isle Resort. However, the shelter on the south side of the road is no longer there and only has a couple of seats. Can you explain why?
