Maui’s Non-Congregate Sheltering program for wildfire survivors concludes at hotels
The state of Hawaiʻi announced the successful conclusion of its Non-Congregate Sheltering program, which provided critical shelter and assistance to 7,796 individuals and 3,071 households displaced by the Lahaina wildfires. This program was managed by the state and the American Red Cross (ARC) and funded by the Federal Emergency Management Agency (FEMA).

Gov. Josh Green provided an update on the ongoing Maui wildfire recovery as the one year mark nears on Aug. 8, 2023. As of July 5, 2024, the state had cleared all individuals from the non-congregate sheltering (NCS) program at hotels; however, there were still 62 families that were finalizing their arrangements with the federal government to transition into longer-term housing. That’s down from the 3,071 families that were being accommodated in hotels in the aftermath of the wildfires.
Efforts ramp up to transition Maui wildfire displaced families from hotels to interim housing solutions
In a continued effort to support the 200 households (more than 500 individuals) currently residing in Non-Congregate Sheltering (NCS) hotels, the NCS program has been extended until June 30, 2024.
State provides assurances to wildfire survivors as NCS program is scheduled to end
Today is the scheduled end date for the Non-Congregate Sheltering (NCS) program for Maui wildfire survivors. State officials issued assurances saying all families in the NCS program who are actively participating in their recovery efforts will continue to receive support until their transition from sheltering to an interim housing solution.
Feeding operations to end May 31 for Lahaina wildfire survivors staying in non-congregate hotel shelters
The Federal Emergency Management Agency’s current extension for the non-congregate sheltering (NCS) program is now set for June 10, 2024. On May 31, 2024, the state of Hawaiʻi will cease its feeding operations at NCS designated hotel sites. State officials say they are postured to assist during this period of transition and are actively working on developing strategies and resources to support individuals and families who will be affected by the end of these services.
Maui Non-Congregate Sheltering Program extended to June 10, 2024
The Federal Emergency Management Agency has approved the State of Hawaiʻi’s request for a final 30-day extension of the temporary emergency Non-Congregate Sheltering (NCS) program, which has been in operation for nearly 10 months. The program is now set to end on June 10, 2024.
HI-EMA announces new housing eligibility policy for Lahaina fire-displaced residents
A survivor in NCS seeking support for the FEMA-eligible program will have four opportunities to accept their Direct Housing option. Meanwhile, survivors in non-congregate sheltering seeking support through the state of Hawaiʻi’s Housing solution will be given two opportunities to accept an option. The state’s plan is to ultimately wrap up its NCS program.
