Hawaiʻi Legislature passed 320 bills; Gov. Green intends to veto 19 of them
Gov. Josh Green, M.D., today informed legislative leaders and stakeholders of his intent to veto 19 bills passed during the 2025 regular session of the Hawai‘i State Legislature. Green has until July 9 to issue final vetoes. All other bills will become law by July 9.
Legislation aims to crack down on cannabis industry, improve oversight
Several bills passed in the 2025 Legislative Session, aimed at improving transparency and oversight in Hawaiʻi’s growing hemp industry, and addressing safety and continued access for patients relying on cannabis for medical treatment.

DOH approves fourth medical cannabis retail dispensary for Noa Botanicals
The Hawai‘i Department of Health has issued a formal notice to proceed for Mānoa Botanicals, LLC dba Noa Botanicals after it passed its final on-site inspection for its fourth retail facility. Noa Botanicals’ new retail site is located at 345 Royal Hawaiian Ave., Honolulu, HI 96815, and the company expects to begin sales on Saturday, April 19, 2025.
Gov. Green orders protection for caregivers providing medical cannabis to qualified patients
Caregivers who provide medical cannabis to qualified patients will be protected from “undue enforcement” under an executive order signed by Gov. Josh Green.
Pre-rolled cannabis flowers added as approved medical marijuana product
Gov. Josh Green has approved an amended rule to add pre-rolled cannabis flower products, also known as “pre-rolls,” to what may be produced and dispensed at licensed medical cannabis dispensaries in Hawaiʻi. The new rules go into effect April 5.

This will be the state’s 23rd retail dispensing location. As of June 29, 2023, a statewide total of 33,032 medical cannabis patients, and 2,797 caregivers were registered statewide.
DOH approves third medical cannabis retail dispensary for Pono Life Sciences on Maui
The Hawai‘i State Department of Health has issued a formal notice to proceed to retail to Pono Life Sciences Maui, LLC (PONO LIFE MAUI) after it passed a final on-site inspection for its third retail facility on the Valley Isle.
Second medical cannabis dispensary approved for Green Aloha on Kauaʻi
The state Department of Health has approved Green Aloha, Ltd.’s application to open a second retail facility on Kauaʻi. Green Aloha’s new retail location is at 2827 Poʻipū Road in Kōloa. Green Aloha expects to begin sales today, on Sept. 17, 2022.
Maui’s fifth medical cannabis retail dispensary set to open
The new dispensary is located at 115 N. Market Street in Wailuku. Sales are expected to begin on May 28.
Third medical cannabis retail dispensary approved for Maui Grown Therapies
The Hawai‘i State Department of Health has issued a formal notice to Maui Wellness Group, LLC, doing business as Maui Grown Therapies that authorizes the company to open its third retail store. The retail store will be located in Pukalani at 7 Āewa Place, Unit 3 in Makawao and expects to begin sales on March 25.
329 Medical Cannabis Cards Expiring in March or April Get Automatic 60 Day Extension
The automatic extension applies only to patients with 329 cards expiring in March and April of this year. (The order does not apply to out-of-state patients). Patients are not required to take any action to receive the extension.
