Hoʻokumu Hou’s First-Time Homebuyer Opportunity Program application period will close Tuesday, Sept. 30, 2025, the County of Maui Office of Recovery announced at Wednesday night’s Lahaina Community Meeting. However, applications for Hoʻokumu Hou’s Single-Family Homeowner Reconstruction and Single-Family Homeowner Reimbursement programs will remain open.

The County of Maui Office of Recovery is encouraging residents to find official information on Hoʻokumu Hou housing programs directly through the County due to potential fraud by third-party entities.

The event will provide an important platform for the Filipino community in Lahaina to voice their concerns, ask questions, and receive updates on wildfire recovery efforts following the devastating Aug. 8, 2023 fires.

The County of Maui Office of Recovery has opened applications for its Hoʻokumu Hou housing programs supported by Community Development Block Grant – Disaster Recovery (CDBG-DR) funds.

The County of Maui Office of Recovery will host an additional community information session online from 2 to 3:30 p.m. on Saturday, Aug. 9, 2025, to present finalized policies for the upcoming Hoʻokumu Hou housing programs.

The County of Maui Office of Recovery will be hosting a series of community meetings on July 30 and Aug. 1, 2025, leading up to the opening of Hoʻokumu Hou program applications on Aug. 11. Newly named Hoʻokumu Hou, which will cover all of the County’s recovery programs funded by federal Community Development Block Grant Disaster Recovery (CDBG-DR) funds, will focus on housing initiatives intended to help wildfire survivors receive the means they need to stay, or return, home.

A grant agreement authorizing approximately $1.6 billion in Community Development Block Grant Disaster Recovery (CDBG-DR) funds to support Maui wildfire recovery efforts was finalized Friday by the US Department of Housing and Urban Development and the County of Maui.

The community is invited to comment on eight homeowner recommendations developed by Hawaiʻi Community Lending and Ho‘ōla iā Mauiakama Long Term Recovery Group. The recommendations aim to specifically benefit Lahaina homeowners with the goal of preventing the displacement of residents and supporting individuals and families who lack resources to rebuild. 

Tokuda said cuts to the Office of Community Planning and Development would “inject even more uncertainty” into the lives of survivors fighting every day to rebuild.

More than $1.6 billion in CDBG-DR funding was appropriated by Congress to support recovery efforts stemming from the 2023 Maui wildfires. The funding will be provided to the County of Maui through the US Department of Housing and Urban Development.

Among the topics to be discussed is the recently announced $1.6 billion in Community Development Block Grant Disaster Recovery (CDBG-DR) funds that was appropriated by Congress after the 2023 Maui wildfires.

Maui, Molokaʻi and Lānaʻi resident feedback on grant needs is sought by the County of Maui Community Development Block Grant (CDBG) Program Office. By completing an online survey about grant priorities, resident input will help drive grant-funded projects and activities over the next five years.

US Sen. Brian Schatz (D-Hawai‘i) called for additional disaster relief funding when Congress returns in November. Speaking on the Senate floor, Schatz stressed the need to provide disaster survivors on Maui and in other disaster-impacted communities with flexible, long-term assistance in the form of Community Development Block Grant-Disaster Recovery (CDBG-DR) funding. The said this will enable them to rebuild their homes and communities as quickly as possible.

As Congress considers a short-term spending bill to keep the government open past the Sept. 30 funding deadline, US Sen. In particular, Schatz stressed the need to provide disaster survivors with flexible, long-term assistance in the form of Community Development Block Grant-Disaster Recovery (CDBG-DR) funding which will enable them to rebuild their homes and communities as quickly as possible.

US Sen, Brian Schatz (D-Hawai‘i) called on Congress to pass long-term disaster relief funding for impacted communities across the country, including on Maui and Vermont. Speaking on the Senate floor on Wednesday, Schatz underscored the need to pass funding for the Community Development Block Grant-Disaster Recovery (CDBG-DR) program in order to provide survivors with flexible assistance to rebuild their homes, small businesses, and communities over the long-term. 

Under the mayor’s budget this year, is the establishment of the East Maui Water Authority as a separate department. In addition, there’s a proposal to transfer $6 million in grants from the Administration Program to the Office of Economic Development. Caires also highlighted the addition of one expansion position, requests for public information officers, and CDGB funding for senior affordable rental housing and a resiliency center to serve wildfire survivors.

This program offers mortgage assistance of up to $1,500 per month and rental assistance up to $1,000 per month over a three-month period.
