Mayor Richard Bissen today signed Bill 9 into law after Maui County Council approved the measure on second and final reading, marking what he calls “a historic step toward restoring housing availability for residents” and “realigning zoning policy with its original residential purpose.”

Council Member Nohelani Uʻu-Hodgins announced that a report from the temporary investigative group she led on policy responses to the possible phasing out of transient vacation rental uses in Apartment Districts will be released Tuesday.

The Realtors Association of Maui (RAM) formally announced its opposition on Friday to Mayor Richard Bissen’s proposed Bill 9, which seeks to eliminate approximately 7,000 short-term rentals (STRs) in apartment-zoned areas by 2026. Mayor Richard Bissen responded to a request for comment from Maui Now saying, Bill 9 is “one part of a collective strategy” to address Maui’s severe housing crisis.

Attorney General Anne Lopez is applauding the Hawaiʻi Supreme Court’s unanimous decision of Rosehill v. State of Hawaiʻi, Land Use Commission, where the court held that farm dwellings in the agricultural district cannot be used as short-term vacation rentals under Hawaiʻi law.

Op-Ed: A plan to phase out more than 7,000 transient vacation rentals that have been operating legally in Maui apartment districts since 1989 likely has a long and rocky road ahead of it, according to The Grassroot Institute of Hawai’i.

“Maui is set for an extended recovery period this decade, while population slowing will reduce future growth to varying degrees across the counties,” according to the UHERO forecast.

Hawaiʻi’s economy has been sustained by a resilient US economy and the gradual return of international visitors. According to the University of Hawaiʻi Economic Research Organization’s first quarter forecast for 2024, with the islands’ post-pandemic recovery now largely complete, the economy will downshift this year, and growth will increasingly come from local sources, including a robust construction sector bolstered by the rebuilding of Lahaina, Maui.

As of Friday, Jan. 26, the Federal Emergency Management Agency reported that 5,290 people remained housed in 28 hotels as part of the program.

Three Senate Committees will hold a joint public hearing on Senate Bill 2919, proposed legislation that would establish certain state regulations for short-term vacation rentals.

In direct response to the estimated 2,430 families or 6,283 individuals who are still in need of housing after being displaced by the Maui wildfires, the Council for Native Hawaiian Advancement announced today that it has launched a new centralized housing website. HelpingMaui.org will help survivors find housing, while also serving as a platform for property owners and managers to offer their properties to survivors.

With ongoing recovery efforts and an estimated 6,000 people still in search of longer-term living arrangements, greater emphasis is being placed on encouraging property owners to offer their available units as long-term housing for survivors and their families.

The session, planned for 9 a.m. to 3:30 p.m. on Thursday, Dec. 21, will be held at The Westin Maui Resort and Spa, Kāʻanapali Honokahua and Honokeana Room, 2365 Kāʻanapali Parkway on Maui. Registration for the event, which will also be broadcast via Zoom, must be completed by Dec. 20.

“I do want to be blunt here, if we don’t get people stepping up, I’m going to drop the hammer on short-term rentals that aren’t able to be used by our people. It’s just not okay that we don’t have housing for our local people. And so, I will propose a moratorium on short-term rentals through emergency rules. I’m sure we will face litigation, but I will do it if we don’t get 3,000 units for our people who have been living in hotels—because it’s not civilized to make people wait to get housing after they’ve lost their home in a fire,” said Gov. Green.

Owners of short-term rental properties are invited to FEMA’s Direct Lease Industry Day on Friday, Dec. 8 from 9 a.m. to 3:30 p.m. at The Westin Maui Resort & Spa, Kāʻanapali in the Honokahua & Honokeana Room. All registration requests must be completed by TODAY Thursday, Dec. 7, 2023.

The Maui County Council on Tuesday passed the first reading of Mayor Richard Bissen’s Bill 131 that provides 100% property tax exemptions to owners of short-term rentals, timeshares and non-owner occupied homes who rent at least one-year to Maui fire survivors.
